Abstract

Kondisi yang tidak selaras antara capaian status akreditasi pada puskesmas di Kabupaten Lebong dan Kabupaten Rejang Lebong dengan sebagian besar upaya pengelolaan dan pemantauan lingkungan yang tidak sesuai ketentuan mendorong dilakukannya penelitian ini. Tujuan penelitian antara lain yaitu untuk mengkaji peran kinerja pengelolaan lingkungan terhadap pencapaian akreditasi puskesmas serta merumuskan strategi kebijakan peningkatan kinerja pengelolaan lingkungan di puskesmas. Penelitian ini menggunakan pendekatan deskriptif kuantitatif dan kualitatif. Perumusan strategi menggunakan analisis SWOT. Dari penelitian didapatkan hasil: (a) sebanyak 17,65% puskesmas yang memperoleh capaian kinerja dengan kategori baik; (b) sebanyak 32,35% puskesmas tidak taat dalam pengolahan sampah dengan benar dan/atau pembuangan sampah ke TPA, 100% puskesmas tidak taat dalam tata cara penyimpanan dan lama waktu penyimpanan limbah padat B3 serta 79,41% puskesmas tidak taat dalam pengolahan air limbah yang dihasilkan; (c) peran kinerja pengelolaan lingkungan terhadap pencapaian akreditasi puskesmas sangat kecil, yaitu sebesar 5,71% jika dilihat dari jumlah standar akreditasi, 3,66% dari jumlah kriteria akreditasi dan 3,35% dari jumlah elemen penilaian akreditasi; (d) faktor penghambat dalam pelaksanaan pengawasan oleh DLH setempat adalah kurangnya anggaran dan belum tersedianya sarana-prasarana penunjang untuk pelaksanaan pengawasan; (e) masyarakat menilai pihak puskesmas telah melakukan pengelolaan limbah B3 dengan sangat baik sebanyak 82,87%, dan pengolahan air limbah dengan baik sebanyak 78,95%; (f) alternatif strategi terbaik untuk peningkatan kinerja pengelolaan lingkungan pada puskesmas adalah strategi W-T.

The inconsistent conditions between the achievement of accreditation status in health centers in Lebong Regency and Rejang Lebong Regency with most environmental management and monitoring efforts not complying with the provisions, prompted this study. The study's objectives include examining the role of environmental management performance in achieving health center accreditation and developing a policy strategy for improving environmental management performance in health centers. This study uses a quantitative and qualitative descriptive approach. The strategy formulation uses SWOT analysis. The results obtained from the study were: (a) as many as 17.65% of health centers achieved performance in the good category; (b) as many as 32.35% of health centers did not comply with the procedures for proper waste processing and/or waste disposal to the TPA, 100% of health centers did not comply with the procedures for storing and storing B3 solid waste and 79.41% of health centers did not comply with the procedures for processing the wastewater produced;(c) the role of environmental management performance in achieving health center accreditation is very small, namely 5.71% when viewed from the number of accreditation standards, 3.66% of the number of accreditation criteria and 3.35% of the number of accreditation assessment elements; (d) inhibiting factors for the implementation of supervision by the local Environmental Service are the lack of budget and the unavailability of supporting facilities and infrastructure for the implementation of supervision; (e) The community assessed that the health center had managed B3 waste very well, at 82.87%, and wastewater well, at 78.95%; (f) the best alternative strategy to improve environmental management performance in health centers is the W-T strategy.
