Abstract

Industri Biodiesel menghasilkan limbah Bahan Berbahaya dan Beracun (B3) yang meliputi limbah kontaminasi B3, karbon aktif, sludge IPAL, glyserine pitch, sludge oil, residu filtrasi, fly ash, spent bleaching earth dan bottom ash. Limbah B3 tersebut belum memiliki nilai ekonomis, sehingga dikelola oleh pihak ketiga untuk meminimalir dampak lingkungan. Pengelolaan ke pihak ketiga meliputi pemanfaatan sebagai alternatif material dan alternatif fuel. Pengelolaan limbah B3 di industri biodiesel ini meliputi pengurangan, penyimpanan, pengemasan dan pengangkutan. Penelitian ini bertujuan untuk menganalisis identifikasi limabh B3, mengevaluasi pengelolaan limbah B3, menganalisis sikap manajemen karyawan dan warga dari sudut pandang keselamatan, kesehatan, produktivitas, dan CSR, memprediksi peringkat Proper. Sumber data dari data primer, sekunder, melalui studi literatur, wawancara, dan survei lapangan. Metode analisis yaitu deskriptif, kualitatif, dan SPSS korelasi spearman. Hasil penelitian ini bahwa untuk identifikasi limbah B3 Biodiesel total ada 13 jenis limbah B3, dan 2 jenis limbah non B3 terdaftar. Evaluasi pengelolaan limbah B3 menghasilkan nilai indeks di ketentuan teknis yaitu 77.08% dimana 70% indeks kinerja umum dan sektor, kemudian 7.08% indeks kinerja pendukung, dan 0% indeks beyond. Analisis aspek keselamatan, Kesehatan dan produtivitas kerja dari pengelolaan limbah B3 yang dirasakan oleh karyawan adalah sudah baik berdasarkan hasil respon aspek keselamatan 97%, Kesehatan 93%, produktivitas 99 %, minimisasi Limbah 96%, dan PROPER 97%. Sedangkan dari warga sekitar menunjukan hasil evaluasi pengelolaan limbah B3 aspek kegiatan CSR 61%. Untuk pengelolaan limbah B3 dari pendapat warga bahwa hasil respon kesehatan dirasakan oleh warga sekitar industri adalah sudah baik (persentase total nilai dari variabel tersebut di atas 60%. Untuk CSR yang diberikan PT X kepada warga sekitar dirasakan baik range 60%80%. Prediksi Kinerja Penilaian Proper melalui self assessment berdasarkan regulasi Permen LHK No 1 Tahun 2021 PT X sudah pada peringkat Biru (compliance).

The Biodiesel Industry produces hazardous, including hazardous contamination waste, activated carbon, bottom ash, fly ash, spent bleaching earth, oil sludge, filtration residue, Glycerine Pitch, and WWTP sludge. The hazardous waste has no economic value, so it is managed by third parties to minimize environmental impacts. Management to third parties includes utilization as alternative materials and alternative fuel. The management of B3 waste in the biodiesel industry includes reduction, storage, packaging, and transportation. This study aims to identify hazardous waste, evaluate hazardous waste management, analyze the management attitude of employees and citizens from the point of view of safety, health, productivity, and CSR, and predict Proper ratings. Data sources from primary and secondary data through literature studies, interviews, and field surveys. Analysis methods are descriptive, qualitative, and Spearman Correlation SPSS. The result of this study is that, in order to identify biodiesel B3 waste, a total of 13 types of B3 waste and two types of non-B3 waste are registered. Evaluation of B3 waste management results in an index value in technical provisions of 77.08%, 70% of the general and sector performance index, 7.08% of the supporting performance index, and 0% of the beyond index. Analysis of the safety, health, and work productivity aspects of hazardous waste management as perceived by employees is good and reasonable based on the response aspects of safety 97%, health 93%, productivity 99%, Waste minimization 96%, and Proper 97%. Meanwhile, the residents' evaluation results of B3 waste management in the health aspect of CSR activities are 61%. For the management of B3 waste from the opinion of residents, the results of the health response felt by residents around the industry are good (the total percentage value of these variables is above 60%. For CSR provided by PT X to residents, it is felt to be good in the range of 60%-80%. Prediction of Proper Assessment performance through self-assessment based on PermenLHK regulation No. 1 of 2021 PT X is already at the blue rank (compliance).
