This research analyzes and provides an ideal construction of an integrative regional health policy through an academic paper or plan of action as mandated in Presidential Regulation Number 153 of 2014, where the Presidential Regulation states 5 pillars of population-based development, namely; Controlling population quantity, Improving population quality, Structuring distribution and directing population mobility, Developing quality families, Structuring population data and information and population administration, which must be part of the contents of the Population Development Grand Design. This research is a non doctrinal legal research (normative empirical) with a case approach, conceptual approach and statutory approach. Data collection techniques were conducted through interviews and literature or document studies, then analyzed using the deduction method. The results showed that there is still a gap between the availability of data as a knife for analyzing regional health program policy interventions. Data-poor conditions are a major issue in the GDPK, where the principle of no one left behind is the spirit to integrate the concept of sustainable development in the health sector with a gender and population perspective. Furthermore, the ideal construction of regional health policy through GDPK is resolved through the 5 Pillars of development which are tools to deal with the dynamics of health policy by prioritizing an outward looking and inward looking approach.
