Abstract

The agricultural land use in Ngawi Regency has undergone significant changes between 2013 and 2023. This study aims to analyze the spatial distributionI of agricultural landIuseI changes, assess the conformity of land use with the Spatial Planning (RTRW) of Ngawi Regency for the 2010–2030 period, and identify the main factors influencing these changes. A spatial analysis method was employed using an overlay technique within a Geographic Information System (GIS) to compare land use maps from 2013 and 2023 against the existing RTRW. The method used in this research is a qualitative descriptive analysis method with a spatial approach. The results indicate a significant shift from agricultural land to nonI-agricultural land, particularly in areas experiencing population growth and infrastructure development. The area of agricultural land in 2013, which had a total of 735.3 km2, decreased in 2023 to 678.7 km2. 42.6% of agricultural land mismatches occurred in 2013 while in 2023 58.3% of land was not in accordance with the Ngawi Regency RTRW. Land use discrepancies with the RTRW were found in several districts where agricultural land was converted into residential and industrial zones. The key factors driving these changes include population growth, infrastructure needs, and government policies on regional development.BasedIon the analysisI it is recommendedI that the local government implement strict monitoring of land-use conversion and adjust spatial planning policies to support the sustainability of the agricultural sector. Additionally, mitigation strategiesIare necessary to reduceIthe negativeI impacts of agricultural land conversion to ensure food security in Ngawi Regency.
