Abstract
Jumlah penyandang disabilitas di Kota Malang yang memperoleh dokumen kependudukan pada 2017 hanya 286 orang, sekitar 18,7% dari 1.529 orang. Hal ini mencerminkan kesenjangan dalam akses layanan administrasi kependudukan. Sebagai respon, Dinas Kependudukan dan Pencatatan Sipil Kota Malang meluncurkan inovasi D-CARDs yang mengintegrasikan lima layanan seperti jemput bola, antar dokumen gratis, layanan administrasi braille, penjaringan data disabilitas, dan aplikasi Siapel. Penelitian ini menggunakan teori atribut inovasi Rogers yang mencakup keuntungan relatif, kesesuaian, kerumitan, kemungkinan dicoba, dan kemudahan diamati. Jenis penelitian yaitu kualitatif dengan teknik pengambilan data berupa wawancara, observasi, dan dokumen. Hasil penelitian menunjukkan bahwa D-CARDs memberikan manfaat signifikan serta sangat sesuai dengan kebutuhan penyandang disabilitas karena lebih inklusif dan mudah diakses. Meskipun terdapat tantangan seperti kerumitan dari sisi petugas dan kondisi emosional penyandang disabilitas, masyarakat tidak merasa kesulitan dalam mengajukan layanan. Beberapa penghambat, seperti kompetensi pegawai, stabilitas jaringan, kondisi penyandang disabilitas, pergantian pemimpin, lokasi, masih ada, namun didukung oleh antusiasme masyarakat, sarana prasarana, dan SOP yang baik. Penelitian ini memberikan rekomendasi untuk pengembangan layanan publik inklusif yang dapat dijadikan model bagi daerah lain.
English Abstract
In 2017, only 286 individuals with disabilities in Malang City, or approximately 18.7% of the total 1,529, received civil registration documents. This highlights a gap in access to civil administration services for people with disabilities. In response, the Malang City Department of Population and Civil Registration launched the D-CARDs innovation, which integrates five services: home visit, free document delivery, Braille administrative services, disability data collection, and the Siapel application. This study employs Rogers' innovation attributes theory, which includes relative advantage, compatibility, complexity, trialability, and observability. The research is qualitative, using data collection techniques such as interviews, observations, and document analysis. The findings indicate that D-CARDs provides significant benefits and is highly compatible with the needs of people with disabilities, as it is more inclusive and accessible. Despite challenges, such as process complexity for staff and the emotional conditions of people with disabilities, the community does not face difficulties in applying for services. Some barriers, such as staff competency, network stability, the conditions of people with disabilities, leadership changes, and location, still exist. However, these are supported by community enthusiasm, infrastructure, and good SOPs. This study offers recommendations for further development of inclusive public services that could serve as a model for other regions.
