Abstract

Pada 20 Mei 2024 pemerintah menerbitkan Peraturan Pemerintah Nomor 21 Tahun 2024 tentang Perubahan Peraturan Pemerintah Nomor 25 Tahun 2020 Tentang Penyelenggaraan Tapera untuk meningkatkan efektivitas Program Tapera. Namun, Setelah penerbitan peraturan tersebut, muncul berbagai penolakan dari berbagai kalangan seperti pekerja, pengusaha, dan partai politik. Di sisi lain, realisasi dari Program Tapera jauh dari target yang ditetapkan. Penelitian ini bertujuan untuk mendeskripsikan bagaimana proses formulasi PP 21/2024. Konsep dan teori yang digunakan dalam penelitian ini adalah kebijakan publik, formulasi kebijakan publik, dan elemen-elemen policy design. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus. Metode pengumpulan data yang digunakan berupa wawancara dan dokumentasi. Hasil penelitian ini menunjukkan proses pembentukan PP 21/2024 sesuai dengan tahapan teori formulasi kebijakan publik, yaitu identifikasi masalah, penyusunan agenda, pengembangan alternatif, dan pengesahan kebijakan. Selain itu elemen-elemen dari policy design digunakan sebagai pertimbangan dalam perumusan program Tapera. Namun, dalam temuan peneliti, penyusunan PP 21/2024 tidak melibatkan pihak eksternal seperti pekerja dan pengusaha selaku pemberi kerja.

English Abstract

On May 20, 2024, the government issued Government Regulation No. 21 of 2024, amending Government Regulation No. 25 of 2020 on the Implementation of Tapera, to enhance the program's effectiveness. However, following the issuance of this regulation, various groups, including workers, employers, and political parties, voiced their opposition. Moreover, the realization of the Tapera Program fell significantly short of its set targets. This study aims to describe the formulation process of Government Regulation No. 21 of 2024. The concepts and theories used in this research include public policy, public policy formulation, and the elements of policy design. This research employs a qualitative method with a case study approach. Data collection methods include interviews and documentation. The findings indicate that the formulation process of Government Regulation No. 21 of 2024 aligns with the stages of public policy formulation theory, namely problem identification, agenda setting, alternative development, and policy enactment. Additionally, the elements of policy design were considered in formulating the Tapera Program. However, the study found that external parties, such as workers and employers as stakeholders, were not involved in drafting Government Regulation No. 21 of 2024.
